Advancing Music Education in California
As of February 2025, California continues to expand access to universal music education through major initiatives like Proposition 28 and the California Community Schools Partnership Program (CCSPP). These programs aim to ensure that arts and music become integral parts of every student’s education.
Proposition 28: Strengthening Arts and Music Programs
Proposition 28, passed in November 2022, established a dedicated funding stream for arts and music education in public schools. The initiative mandates that 1% of the previous year’s K–12 Proposition 98 funding be allocated to arts instruction. This policy took effect in the 2023–24 school year. Schools must use at least 80% of these funds to hire certificated or classified staff for arts education. (source: cde.ca.gov)
Challenges in Implementation
Despite this funding boost, implementation has faced setbacks. In February 2025, a lawsuit was filed against the Los Angeles Unified School District (LAUSD), accusing it of misusing Prop 28 funds. The plaintiffs claim that LAUSD failed to hire enough arts and music teachers and misrepresented spending, which disproportionately affected Black and Latino students. (source: randomlengthsnews.com)
CCSPP: Building Stronger School-Community Partnerships
The California Community Schools Partnership Program (CCSPP) is another transformative initiative. With a $4.1 billion investment, CCSPP helps schools integrate academics with health services, youth development, and community engagement. These community schools provide a holistic support system to improve student outcomes. (source: toolkit.futureoflearningca.org)
Expanded Grant Opportunities
To support schools affected by recent wildfires in Los Angeles County, the California Department of Education extended the CCSPP Implementation Grant deadline to March 7, 2025. Eligible educational agencies can apply for grants of up to $500,000 per year to establish or expand community schools. These grants can also support music and arts programs. (source: lacoe.edu)
